In press-statements, FNA repeatedly named companies whose premium-rate numbers were switched off because of abuse, and it is also announced in public when FNA prohibits debt-collection.
But FNA does not really mention those service-providers who are registering new premium-rate-numbers and rent them to dubious third party companies. Those service-providers are never been held responsible for damages caused by their dubious "customers" which they always deny to name until they cannot avoid any longer. And FNA does not ban companies from obtaining new numbers.

Really? Can you show me an example?

FNA could change the rules, they have the power to change the rules (not the laws, but the rules!) but they do not have the will to change anything

When shutting down the numbers for three Austrian companies acting under pseudonym "Friedrich Müller"

FNA only mentioned the name of that pseudonym, but not the real names of the three companies responsible for the abuse.

FNA uses to mention the numbers which were shut down, but barely mentions names of companies. These names are rather mentioned by third parties like forums and blogs.

Maybe the ministry of economics (BMJ) plays the role of a brake block. I don´t know.
